It is legal to purchase and carry pepper spray in New York. If you are in a city park and are charged by an unleashed dog you are completely within your rights to use pepper spray on the animal. Given the current situation, and the fact that city agencies are unwilling to protect the public from unleashed dogs, I recommend carrying pepper spray in city parks and not be afraid to use it to deter canine attacks.
